New “Climabonus” Program: Reform and Strong Financial Assistance for Implementing Environmental, Energy and Social Transformation

The goal of the Climabonus program is to make our homes more energy efficient, facilitate the choice of emissions-free mobility solutions, and manage our environment and our forests responsibly. This change will be accompanied by measures that support low-income families in particular The Climbonus program can be divided into five sections:

  • Sustainable mobility (support maintenance and extension)
  • Renewable Energy (Simplified and Strengthened Help)
  • Biodiversity protection (support is maintained)
  • Sustainable Housing (Simplified and Strong Help)
  • Targeted support for low-income families

At the press conference, the new Minister for Environment, Climate and Sustainable Development, Joel Welfring, recalled: “Climbonas is an outreach to all. Citizen assistance is part of our strategy to address the climate crisis, but not the only one. Highlights of the “Climabonus Onen” program

The “Climabonus Onen” program, applicable to projects launched in late 2025, introduces simplified methods for accessing support for energy reform projects that relate to a single construction component (e.g., roof or facade) of thermal envelopes. Also, the promotion of environmental insulation materials has been strengthened and from 2024 onwards the subsidy for insulation based on fossil source materials has been phased out.

Climabonas Onen aims to make fossil fuel alternatives more accessible. In particular, replacement of old boilers based on fossil fuels by heating pumps, a wood boiler or connection to a heating network is encouraged in exchange for bonuses for heating system replacement and improvement. Added to this is a new additional specific support for neutralization and recycling of fuel oil tanks.

The new financial aid project focuses on heat pumps, with an increase in the number and efficiency of air-water heat pumps in existing buildings. Noise emission requirements have been introduced for heat pump components installed outside the building.

For wood-fired boilers, the requirements for fine particle emissions have been tightened and the aid is now reserved for existing buildings.

In the case of photovoltaic installations, existing support methods maintain a combination of investment support with the electricity generated, while an alternative model for self-promotion is also put forward.

The maximum amount of help for energy counseling is revised upwards.

Regarding increased assistance, Minister Claude Tormes noted: “In the current context of the energy crisis, when proposing a solution that would reduce our dependence on fossil fuels today, there have never been technological solutions to address them. At the same time, they are becoming more accessible. “

100% Social Topup Climabonus Onen

Beneficiaries of the Klimabonus Wunnen assistance will be able to apply to the Ministry of Housing for a “100% social top-up” so that the climabonus assistance can be doubled depending on the income of the beneficiary’s family. The goal of this additional support is to enable families to avoid the risk of energy poverty.

The other two measures help the owner family in climate change, such as the introduction of interest subsidies for climate loans and the introduction of a mandatory fund for condominium.

“These three steps are aimed at encouraging low-income households to reform their energy resources. Climate policy is a social policy! We can only succeed in transitioning together,” Housing Minister Henry Cox underlined.
